Abstract

A cross-domain solution where data-transfer policies are evaluated on encrypted content using FHE so the guard never observes plaintext, integrating a zero-trust overlay with identity-first micro-segmentation, an FHE policy engine, Shamir-based key management, and org-scoped identity. Cross-domain transfers are cryptographically mediated and produce immutable audit records anchored to a post-quantum blockchain.
