Abstract
A design for making fully homomorphic encryption the default mode of computation across the two layers that normally demand plaintext: a blockchain's state and rules, and an autonomous agent's actions. State stays encrypted on-chain, policies are evaluated over ciphertext, and agents act on data they are never able to read, with a candid assessment of what is production today versus an active research frontier.
